Mr. A. Pittendrigh and Captain R. S. Haig Brown have
returned to Hong Kong after interviews in London and state that
they have been selected for permanent appointment. I have not yet
received your official confirmation. In your telegram No. 952 ^!L
of 21st September, 1946, you state that Squadron Leader Leys has
been passed by the Colonial Service Appointments Board and in my
telegram No. 1254 of 11th October, 1946, in reply, I have indicated
that he can be appointed as an Assistant Superintendent on probation.
I have recommended Major J. B. Kite for an appointment in my telegram
No. 860 of 20th August, 1946. If these four appointments are made,
there will remain four further vacancies for Assistant Superintendents
to fill two of which I wish to recommend the promotion of Chief

Inspector W. R. Chester Woods and Inspector L. R. Whant.
7.
Mr. Chester Woods is the senior Chief Inspector now
serving. He was born on 11th December, 1896, and joined the Police
Force in Hong Kong as a constable on 7th April, 1919. He was appointed
Chief Inspector on 19th February, 1938, and on 17th October, 1940,
was appointed to act as an Assistant Superintendent.
I understand
that Mr. Pennefather-Evans wished to recommend his substantive
promotion, but action was interrupted by the outbreak of hostilities
with Japan. I enclose a confidential report on this officer and in
spite of the last sentence in paragraph 4 of this report, I recommend
that he should be promoted.
8.
Mr. L. R. Whant was born on 10th April, 1898, and was
appointed Prison Warder on 14th March, 1921. On 1st September, 1921,
he was appointed Police Constable and was promoted Inspector on 13th
November, 1958. I attach a copy of a confidential report on this
officer from which you will observe that although there are Chief
Inspectors and Inspectors senior to him, he is considered to be the
